Working as ‘informed clients’, Buxton Development Partnership has delivered effective and sustainable change and performance in clients businesses. A selection of some of our assignments are given below.

 

London South Bank University
Buxton Development Partnership was selected after competition to develop an estates and facilities strategy. We assembled and led a multi-disciplinary team and conducted a review of the estates and the services. Whilst we implemented the quick wins aspects of the strategy, we conducted a change management and successfully downsized where necessary and outsourced other services realizing an improvement in performance from 36% to 90% and a spend reduction of 6% on a £25m budget.

 

Home Office
Retained under Ministerial appointment and with regard to national security issues, Buxton Development Partnership was selected after numerous attempts by others to develop and implement a regional property and relocation strategy for the Independent Police Complaints Commission.
Working with in-house staff we quickly established the necessary alliances with key personnel at both the IPCC and the Home Office and developed the programme methodology. After 6 short months we were able to source, refurbish and set up the necessary maintenance and support services arrangements at suitable accommodation and successfully relocate over 300 staffs and services to Cardiff, Manchester and Loughborough.

 

London Borough of Brent
Buxton Development Partnership was appointed after competition to develop a Shared Services business unit within the Council. Working closely with in-house appointed project managers we conducted a review of the services that were likely to be shared, established focus groups and developed a successful option. Buxton also developed all the governance, administrative systems and operating procedures and staff structures and job descriptions for the unit. The unit was named the People Centre and successful handles over 1m transactions per annum and delivers a combined efficiency saving in HR and Finance of 21%.

 

London Borough of Lambeth
Buxton Development Partnership was appointed to specify and manage the development of a regeneration strategy for deprived  inner city called  Clapham Park in south London. The proposals included a large scale voluntary transfer of 2000 homes fro the Local Authority to a new established community housing association, the refurbishment of 1,000 homes, demolishing and re-providing a further 1,000 affordable units, and a further 1,500 new homes.
The proposal also included new 1.5 Ha of community facilities, local shops, a new local park with wide-range spaces for play, the creation of over 1,200 new jobs for the area and a new bus interchange. This community led initiative has passed through options appraisals, a full tenants ballot, ODPM approval, has been granted full planning permission and works have started.

 

Shropshire County PCT
Buxton Development Partnership was retained as programme managers to formally establish a programme office to develop a Health and Healthcare Strategy for Shropshire Telford and Wrekin, consisting of a population of approximately 500,000 residents. The strategy involved working closely with 4 NHS organisations and two Local Authorities who were equal stakeholders in the strategy development.
Buxton established formal, accountable body arrangements for the Programme Office and successfully transferred executive responsibility to it. We managed the Programme Office and all programme staff and consultants. We also developed all programme documentation and governance arrangements and successfully delivered the £400 million strategy.

 

Bedford and Luton NHS Trust
The Shared Service arrangements for estates and facilities between 4 NHS organisation were coming to an end and Buxton Development Partnership was appointed by the lead organisation to review the terms of arrangements and re-secure a contractual arrangement between the parties.

Buxton conducted a review of the Service Level Arrangements between the parties to establish performance levels and value for money. Our analysis highlighted performance and value issues, which we were able to resolve to the satisfaction of all parties. We successfully re-established a £25m SLA agreement with the 4 NHS Trusts.  As part of that exercise, we successfully implemented a change management exercise and implemented an agenda for change.
